Summary of payment program
Billing
All sexual violence services are confidential and free of charge.
Sexual assault victims may seek medical attention at any healthcare facility; however, the specialized services of the Sexual Assault Response Team (SART) are only accessible at a SART-participating facility. There is no fee for services associated with the medical forensic exam at any New Jersey healthcare facility , pursuant to N.J.S.A 52:4B-52(k). These services include the following: routine medical screening; medications for prophylaxis of some sexually transmitted infections/diseases; pregnancy tests; and emergency contraception, supplies, equipment, and use of space. Victims requiring emergency healthcare services beyond the scope of the medical forensic examination may be charged pursuant to hospital policy for any services provided.
Payment
New Jersey Victims of Crime Compensation Office (VCCO) compensates victims of crime for losses and expenses resulting from certain criminal acts. The crimes covered include but are not limited to, aggravated assault, homicide, sexual assault, kidnapping and all domestic violence incidents.
To Qualify:
- Crime is eligible under the statute.
- They are a resident of the State of New Jersey or the crime occurred in this State.
- They have compensable financial losses as a result of the criminal act.
- The crime was reported to law enforcement within 9 months, and submitted the application within 3 years from the date of the crime. Consideration will be taken if “good cause” exists for delayed filing.
- They cooperated with police and prosecutor’s office. However, eligibility is not dependent upon conviction or prosecution of the offender.
- Insurance and other payment sources such as restitution paid by the offender will not cover the bills submitted.
- They did not contribute to their injuries, provoke the incident, and were not responsible for or participated in the crime that caused their injuries.
- They do not have any outstanding VCCO assessments imposed for convictions.
- They do not have any outstanding warrants or pending criminal charges in Superior Court.

Coordination with healthcare
Forensic Nurse Examiner (FNE) – A Registered Professional Nurse (RN) licensed in the State of New Jersey, specially educated to provide comprehensive care to sexual assault victims, who demonstrates competence in conducting a sexual assault medical forensic examination, and has been certified by the New Jersey Board of Nursing as Forensic Nurse–Certified Sexual Assault (FN-CSA).
All healthcare facilities and law enforcement agencies shall provide sexual assault victims with information about the designated county sexual violence program, regardless of when or where the incident occurred, or whether the victim has reported the incident to a law enforcement agency.
The Sexual Assault Response Team can be activated 24 hours a day and 7 days a week providing:
- The victim is 13 years of age or older.
- The assault occurred within the last 5 days.
- The victim chooses to utilize SART services.
